Perspective on Physician Assistant Education

The Board of Directors of the Association of Physician Assistant Programs (APAP) invites proposals for editorial management of the quarterly journal Perspective on Physician Assistant Education. This RFP is open for bids from APAP member program faculty.

OBJECTIVE
The Association intends to enter into a three-year contract to provide editorial management of its quarterly journal, Perspective on Physician Assistant Education. The contract period, from April 1, 2005, to April 1, 2008, will be subject to annual review.

Deadline for proposal submission: January 14, 2005
Notification of winning bid: February 11, 2005
Contract responsibilities begin: April 1, 2005

NATURE OF SERVICE
The contractor will assume the following annual responsibilities:

  • Make final decisions on the status of submitted manuscripts
  • Edit all manuscripts for accuracy and style
  • Assemble production-ready material for the publisher according to established deadlines
  • Publish annual subject/title and author indexes
  • Plan and conduct an editorial board meeting at the annual APAP Education Forum
  • Recommend strategies for increasing subscriptions and advertising
  • Recommend names of contributing editors and editorial board members for consideration by the APAP Board of Directors

REPORTING
The contractor will report to the APAP executive director. The contractor will provide a written annual report to APAP, indicating manuscript outcome (number accepted, rejected, pending, and withdrawn).

CRITERIA FOR SELECTION
Criteria for selection are

  • Editorial and management expertise relating to peer-reviewed periodicals
  • Familiarity with APAP, PA education, and related issues
  • Ability to work with APAP staff to produce a quality publication according to established timelines.
  • Ability to fulfill the time commitment necessary for this position

PERIOD OF SERVICE AND TERMINATION
The period of performance will be from April 1, 2005, to April 1, 2008.

COMPENSATION
The contractor will receive a fee of $2,500 per quarterly issue, payable upon publication of each issue. Compensation will include all applicable taxes. APAP will also cover travel costs to attend the annual APAP Education Forum. No additional amount will be allowed due to the contractor’s failure to include such taxes or as a result of a change in the contractor’s tax liabilities.

ASSIGNMENT
The contractor may not assign or transfer this agreement, any interest therein, or claim, without the prior approval of APAP.

CONFLICT OF INTEREST
The contractor shall assure that there exists no conflict of interest, and every effort will be made to avoid the appearance of a conflict of interest between the contractor and the contractor’s family, business, or financial interests and services provided under this contract. Should the situation change during the period of the contract, the contractor will advise APAP of such change.

NATURE OF RELATIONSHIP
The contractor is independent of APAP and shall not act as an agent for APAP; nor shall the contractor be deemed an employee of APAP for any purposes whatsoever. The contractor shall not enter into any agreement or incur any obligations on APAP’s behalf or commit APAP in any manner without APAP’s prior written approval.

RESPONSIBILITIES
Note: Manuscripts will be submitted directly to APAP electronically. Once received, copies will be forwarded to the editor with a request that the editor decide which members of the editorial board should be requested to review them.

APAP staff will carry out the following operations:

1. Communicate with individuals who submit manuscripts
2. Send review forms and do the necessary follow-up to ensure that reviewers conduct assessments in a timely manner
3. Notify authors of the results of the editor’s decisions

The main functions of the editor will be the following:

1. Decide which reviewers should be used to assess a manuscript
2. Decide which manuscripts should be accepted without changes, accepted subject to recommended changes, or rejected, based upon the reviews
3. Decide which manuscripts will be published, and in what order, in a given issue
4. Work with the APAP staff to assure the overall quality and coordination of the editorial process
5. Make recommendations to the APAP Board of Directors at least once each year regarding which persons should serve on the editorial board

PROCEDURES FOR SUBMITTING A PROPOSAL
A proposal must be submitted no later than January 14, 2005. A complete and concise proposal will contain information relating to the contractor’s

  • Experience
  • Qualifications (include CV)
  • Vision for the future of Perspective on Physician Assistant Education

Once selected, the Editor-in-Chief will be required to obtain a letter from his/her sponsoring institution indicating its support of the appointment and for the release time to fulfill the designated responsibilities (estimated at 2–3 days per month).
